Shannon Kelly, MBA, is a healthcare quality and value-based care leader with more than a decade of experience in clinical quality improvement, population health strategy, and regulatory compliance across Medicare, Medicaid, and commercial programs. She currently serves as Director of Value-Based Care Performance for Medicare Advantage at Mass General Brigham’s Population Health Services Organization, where she leads enterprise initiatives focused on optimizing quality performance, risk adjustment, and outcomes under value-based contracts.
Shannon has extensive expertise in HEDIS operations, NCQA and CMS audit readiness, and the design and implementation of quality management programs aligned with national standards. Her professional background includes leadership roles in quality analytics, population health, and contracting within integrated delivery systems, where she has driven measurable improvements in performance and compliance through data-driven and cross-functional approaches.
She is a Term Lecturer, teaching Healthcare Marketing Strategy and Quality Improvement in the Master of Health Administration program. Shannon holds an MBA in Healthcare Administration, a Certificate in Data Science from Cornell University, and a bachelor’s degree in Business Administration.
