Rachelle Mainard, JD, MBA, CRA, is Chief of Operations and Strategy (COO) and Chief of Staff to the President at MGH Institute of Health Professions. Previously, she was an executive leader at the University of Texas Medical Branch, most recently serving as Associate Vice President, Strategic Integration. Prior to the AVP role, Mainard was the executive administrator for UTMB’s Schools of Health Professions, Nursing, and Public and Population Health. In this role, she oversaw all three schools, with more than 300 employees, and a $66 million annual budget.
In her role at the IHP, Mainard serves as a senior strategic partner to the President and member of the President's Cabinet, leading enterprise strategic planning, institutional integration, and innovation. She serves as institutional Chief Compliance Officer (HIPAA, Title IX, ADA, Clery) and chairs Emergency Preparedness and enterprise risk management. She provides executive oversight of enterprise operations—technology, campus services, facilities, security, and auxiliary functions across multi-site environments within the school. As Chief of Staff, she serves as the President's principal strategic advisor, coordinating institutional priorities, and supporting Board of Trustees governance.
A business major at Samford University, Mainard earned her law degree from the University of Alabama then her Executive MBA with a Healthcare Concentration from Case Western Reserve University.
